In parallel, the Green Transition is converging with DX into a Twin Transition, enabling operational excellence while strengthening competitiveness across supply chains. This report reframes SME strategy from defensive cost-cutting to offensive, data-driven growth: start with Quick Wins (digitized accounting, POS, CRM), then scale into Cloud-based ERP/HRM and real-time analytics for integrated decision-making. At the same time, firms must address CBAM exposure, traceability, and emissions transparency to sustain export market access. With Vietnam’s policy stack from MPI/MIC, practical roadmaps, and proven case studies, SMEs can Start Small – Think Big – Move Fast—building resilient, compliant, and performance-driven organizations. By embedding sustainability into digital initiatives from the outset, SMEs turn twin transition into a durable competitive advantage in the new industrial paradigm.

Amid a global economy undergoing profound restructuring driven by the Fourth Industrial Revolution and commitments to sustainable development, Vietnam’s small and medium-sized enterprises (SMEs) stand at a historic crossroads. Digital Transformation (DX) is no longer a trend or a cosmetic upgrade—it has become a survival mandate, a critical determinant of business continuity and competitiveness in global value chains. This report synthesizes practical data, the latest Vietnamese government regulations through 2025, and lessons from pioneering enterprises to provide a comprehensive, strategic roadmap for Vietnam’s SME sector.

The scale and economic significance of SMEs in Vietnam are undeniable. Accounting for over 98% of registered businesses, contributing approximately 45% of GDP, 31% of state budget revenue, and employing more than 5 million workers, SMEs are truly the backbone of the national economy. However, their small scale, limited resources, and traditional management models make them highly vulnerable to macroeconomic shocks. The COVID-19 pandemic and supply chain disruptions in the early 2020s were costly lessons, with up to 10,000 businesses exiting the market monthly during peak crisis periods. SMEs now face dual pressures: digitizing operations for efficiency while meeting stringent Environmental, Social, and Governance (ESG) standards demanded by key export markets such as the EU and U.S. Mechanisms like the Carbon Border Adjustment Mechanism (CBAM) and traceability requirements compel sectors like textiles, agriculture, and wood processing to adopt digital platforms for transparent production data.

This report delves into the government’s support ecosystem through flagship programs by the Ministry of Planning and Investment (MPI) and the Ministry of Information and Communications (MIC), while analyzing technology adoption realities—from basic accounting and POS systems to advanced ERP platforms and green tech initiatives in agriculture and manufacturing. The analysis goes beyond surface trends to examine operational principles, economic impact, and real-world barriers.

Manufacturers like May 10 have proven that combining Lean Manufacturing with ERP systems can reduce production time per item from 1,980 seconds to 690 seconds—a nearly 65% reduction. Amid rising material and labor costs, process optimization through technology is the only path to margin protection.
